The selected candidate will be expected to enter into a full-time definite contract, where s/he will be responsible for: the smooth-running of the main office; all phone calls and appointments as required; the setting-up of all meetings; making all travel arrangements; and coordinating all communications between NCPE and other organisations.

 

Applicants must have at least five [5] years experience in a similar position; should possess an ‘A’ level standard of education; be well versed in the use of all Microsoft Office applications and certified at ECDL level; and must be able to do uploads on website.  Excellent telephone etiquette, minute-taking and a team player are also pre-requisites.

 

Interested persons should send their CV together with the contact details of 3 referees to the Executive Director by not later than Monday 18th August 2008.  Late submissions will not be considered.

Title of Project – VOICE FOR ALL

The overall aim of this project is to challenge the thinking process and to change peoples' lives. Such a goal can only be achieved through social change, for which time is needed. However if people are guided, trained, and lead by examples of good practices the process will be accelerated. This objective will be achieved by raising awareness and sensitising the general public, educators/teachers and secondary school students, the media (journalists), communication students and advertising agencies, public sector representatives from different ministries and departments, private sector companies, as well as civil society and NGOs, on the different grounds of discrimination. (Read more)

Equality as a Horizontal Priority - Checklist for EU funded projects  02-08-2007 [Kindly click below for checklist]

The European Union has identified equality between women and men as a requirement for growth, prosperity and solidarity in an equal and democratic society, in keeping with the new Lisbon strategy for growth and jobs.


Equal opportunities are also a horizontal priority for actions undertaken not only by the ESF but by all Structural Funds in the current period. This means that all programmes co-financed include indicators and project selection criteria to ensure that they are equally open to men and women. As far as ESF programmes are concerned, a two-pronged approach has been adopted: on the one hand, specific measures to support gender equality; on the other hand, a wider commitment to mainstreaming equal opportunities across all ESF actions and programme priorities. Integration of a gender perspective in a policy initiative or measure (gender mainstreaming) is a part of the majority of on–going activities supported by the Commission.

 

To this effect, the National Commission for the Promotion of Equality has developed a checklist to assist all parties that intend to submit project proposals for funding. The checklist takes into account:

 

 Gender mainstreaming as an over arching principle

 The needs of all the identified minorities that are protected against discrimination in vocational training and employment

 Gender and racial and ethnic origin equality in areas relating to the provision of goods and services

 Specific needs of persons with care responsibilities and persons with disability.

Extension of the Remit of NCPE 03-04-2007

The remit of NCPE has been extended through LN 85 of 2007 Equal Treatment of Persons Order to cover the grounds of racial and ethnic origin in the provision of goods and services. The Commission has from today been provided with the powers to investigate complaints regarding the grounds of racial and ethnic origin. Anyone may initiate proceedings for redress with NCPE, should s/he beleive that s/he has been subject to discrimination on these grounds with regard to the following areas:

(a) social protection, including social security and healthcare
(b) social advantages
(c) education
(d) access to and supply of goods and services which are available to the public, including housing
(e) access to any other service as may be designated by law for the purposes of this regulation.

Annual Conference 2007  09-02-2007

On February 9 the National Commission for the Promotion of Equality held a half-day conference at the Dolmen Resort Hotel, Qawra, to commemorate its 3rd year anniversary during which the Annual Report 2006 was presented.

 

The report outlines the work and achievements of the Commission over the last twelve months and includes the strategies set out for the year 2007.

During her address, the Hon. Dolores Cristina, Minister for the Family and Social Solidarity, said that the Commission embodied the Maltese Government’s commitment towards mainstreaming gender equality while ensuring that the appropriate policies and measures are in place to bring this about. “There is no doubt in anyone’s mind that gender issues are nowadays firmly at the forefront of national policy-making. This is also due, in large part, to the sterling work being carried out by NCPE,” Minister Cristina commented. “Undoubtedly, the EU funding that is being tapped to this effect is a clear example of how membership in the European Union has benefited Malta in the field of gender equality. Government too continues to steadfastly implement decisions to this effect, such as the recent Budgetary measures which extended family-friendly measures from the civil service to all public sector employees, as well as tax incentives and reductions.” Minister Cristina concluded by thanking all the members of the Commission and augured that the coming year would be as productive, with collaboration from all key players involved.

 

On her part, Dr. Janet Mifsud, the Commissioner, emphasised that NCPE is working hard to implement policies in order to become a promoter of change in Maltese society, but it cannot do so alone – it is working closely, in ongoing process, in conjunction with various partners, through its projects, in order to reach its objectives. “Attitude is the real discrimination - more holistic thinking is needed,” Dr Mifsud said. “Maltese society has only to gain from the benefits of diversity and inclusion, that will bring about flexibility in a globalised economy, more innovation, an open mind, and a more just society for all”.

 

In the introduction of her presentation the Executive Director Ms Sina Bugeja highlighted the fact that “2006 has been a very visible year for the National Commission for the Promotion of Equality. Besides the numerous requests from various TV and radio stations to take part in discussion programmes, NCPE held no less than thirteen (13) conferences and twenty (20) seminars in the last twelve months.” Furthermore, when discussing research and innovation, Ms Bugeja stated that “it is becoming increasingly evident that unless scientific evidence is used as the basis for future planning and direction giving, the necessary social changes cannot be guaranteed.”

 

 

Gender sensitisation, gender mainstreaming and the year of equal opportunities were the themes discussed during three interactive workshops, chaired by various members of the Commission.

Publication of the NCPE Annual Report 2006  09-02-2007

The National Commission for the Promotion of Equality (NCPE) has published its Annual Report 2006 and launched it during it’s Annual Conference held at the Oracle Hall at the Dolmen Resort Hotel on 9 February 2007. The report provides extensive detail on the work conducted by the Commission during the past year and highlights the progress achieved in sectors such as the implementation of the law, processing of complaints, gender mainstreaming, various project initiatives, and participation in conferences and international fora.
