Project Title: Living Equality

The overall objective of the project is to build on what has already been achieved from various projects co-funded through the European Social Fund and Community Framework Fund, as well as the Equal projects. This project is also aimed at monitoring and identifying further capacity building needs for the actual implementation of gender mainstreaming in all government departments and in the national policy-making programmes.

This project is aimed at delivering a campaign to foster gender mainstreaming in all spheres of the public service. This project will:
1. Facilitate training on gender equality for the working staff within the public sector;
2. Promote the implementation of gender equality methodologies, like gender impact assessment and gender budgeting, within the public sector. This will furthermore promote gender equality;
3. Encourage gender budgeting through exchange of best practices.

Public officers will be sensitised on gender mainstreaming, whilst being encouraged to make use of gender equality methodologies. Public officers will be provided with training on gender sensitivity. Staff of ministries and departments responsible for policy and programmes which are in decision-making positions, will also be trained on the use of gender mainstreaming tools. Because the training and monitoring are two-pronged, addressing ministries and departments, the priority areas highlighted by ‘A Roadmap for Equality between Women and Men’ (European Commission, 2006) and the European Pact for Gender Equality will be addressed. The public officials are here addressed so that all the levels behind the public sector would endorse the importance of gender mainstreaming.

Through the Electronic Newsletter, this project will create an ongoing mechanism to promote initiatives and debates on the gender mainstreaming implementation process. This will result in having wider dissemination of possible initiatives, along with higher efficiency and effectiveness of the training sessions provided through this project.

The Focus Groups will implement the monitoring phase behind this project. The focus groups will be two-tiered since they will be concentrating on the top management and policy makers, as well as the middle and lower management of the public sector. In this way, feedback on the implementation of the gender mainstreaming process will be possible, thus resulting in a stronger analysis and comprehension of the concept. The good practices identified through the focus groups will be shared and promoted through the Electronic Newsletter, through the Final Conference, and through the publications made possible through this project. All this will be aimed at further replication across other policy areas.

This project also commissions a research on the Gender Responsive Budget (GRB). This research will be done at pan-European level, focusing mainly on three countries: Sweden, France and UK, since these have already taken specific actions on the GRB concept. This research will focus on finance, health, employment, social policy, housing, education and ICT. The findings of this research will be presented during the Final Conference. Subsequent to this research Malta will be in a better position to explore the introduction of the GRB in policy-making.

Several documents will be published as part of this project. A Gender Sensitivity Manual will be published and used during the gender sensitivity training sessions for the public officers. Other documents will present the outcomes of the project activities and the results of the research conducted as part of the project. These documents will also portray the information gathered from the different areas of the project. The dissemination of these publications will be carried out throughout the whole project on an ongoing basis alongside its activities.

At the end of this project a seminar will be held for those participants who were previously addressed through the training sessions. Through this seminar, the use of gender mainstreaming tools and uncertainties on such issued will be addressed and discussed. An awareness raising debate will be created on possible initiatives of gender mainstreaming implementation within the public sector.

Title of Project – VOICE FOR ALL

 

The overall aim of this project is to challenge the thinking process and to change peoples' lives. Such a goal can only be achieved through social change, for which time is needed. However if people are guided, trained, and lead by examples of good practices the process will be accelerated. This objective will be achieved by raising awareness and sensitising the general public, educators/teachers and secondary school students, the media (journalists), communication students and advertising agencies, public sector representatives from different ministries and departments, private sector companies, as well as civil society and NGOs, on the different grounds of discrimination.

 

This is necessary to have a solid ground on which to work on and to reduce the chance of having opposing factors to the project efforts, such as in the case of the media or education. The activities related to this project will help build a knowledgeable society and a stronger social model. This will be supported by a national publicity campaign and also by having the good practices identified from the pan-European Research explained per sector (e.g. media, education etc.) in brochures. These will be adapted to make them replicable in a national context. As part of this project a competition will be launched amongst the different sectors, with the aim to give further incentive for new initiatives of good practice on the grounds of discrimination. Such initiatives will give further positive light to a multiplier effect. This is because further organizations in the respective fields will be keen to show a sense of corporate social responsibility.

 

Different spheres of society have been identified as being in key positions that mostly effect an awareness raising campaign on antidiscrimination. The following is a list of the target audience in respect of this project:

 

a) general public

b) educators/teachers

c) secondary school students

d) the media (journalists), communication students and advertising agencies

e) Public service/sector organisations

f) Private sector organisations

g) Civil society and NGOs (incl. local community organisations).

 

The choice related to the above target audience is linked to having different sectors trained and sensitised, which in return will create a multiplier effect in their respective fields. The project will have a high profile through the publicity campaign. An interactive website will be created as an effective tool of communication. This is because users will be able to view the good practices identified through the pan-European research. On the other hand the training sessions will have the forum theatre concept integrated thus making the participants take an active role which would enhance their learning experience. In order to have outputs of the project available for long term, the play will be recorded for purposes of transmission and the script will be printed for future reference.

 

A script shall be written, highlighting the various realities related to all grounds of discrimination and also including double/multiple discrimination. The script will then be translated dramatically to be performed in local community theatres, and will also be transformed using sketches to a forum theatre style.

 

On a research aspect, this project will carry out a study to seek good practices at pan-European level with a focus on 4 countries commissioning research. A feasibility analysis of the replication of such good practices to the national context will be carried out. Since the areas of anti-discrimination are still relatively new for Malta, research will be focusing on the following member states Cyprus, Italy, UK Northern Ireland and Netherlands. The following methodology will be used for the research commissioned in the 4 countries:

 

a) The national researcher will set a common research methodology

b) Study visits in each of these 4 countries

c) Research: a general questionnaire will be sent to all equality bodies and specific research in 4 countries.

 

The publicity campaign will be divided into 2 parts:

 

a) to raise awareness on all grounds of discrimination

b) to raise awareness on the good practices identified through the pan-European research.

What is PROGRESS?

 

The Decision no. 1672/2006 establishing a Community programme for employment and social solidarity – PROGRESS was adopted by the European Parliament and the Council on 24 October 2006 and published in the OJ on 15 November 2006. Its overall aim is to support financially the implementation of the objectives of the European Union in the employment and social affairs area as set out in the Social Agenda and thereby contribute to the achievement of the Lisbon Strategy goals in these fields.

 

PROGRESS mission is to strengthen the EU contribution in support of Member States’ commitments and efforts to create more and better jobs an to build a more cohesive society. To that effect, PROGRESS :

 

-          provides analysis and policy advice on PROGRESS policy areas;

-          monitors and reports on the implementation of EU legislation and policies in PROGRESS policy areas;

-          promotes policy transfer, learning and support among Member States on EU objectives and priorities;

-          relays the views of the stakeholders and society at large.

 

The seven-year Programme targets all stake holders who can help shape the development of appropriate and effective employment and social legislation and policies, across the EU-27, EFTA-EEA, Croatia, Former Yugoslavian Republic of Macedonia and EU candidate countries and Serbia.

ESF/No.23 Gender Mainstreaming - the Way Forward

The overall objective of this project is to sensitise the social partners to the cost-effectiveness and other benefits, such as smoother work processes/relations and increased productivity that may arise due to the introduction of family-friendly provisions.

Women will thus enjoy a higher level of financial independence, and standard of living especially in the context of feminisation of poverty.

The project is made up of 6 components. These are:

This project should facilitate the process of introducing family friendly measures, such as childcare centres, and reduce gender segregation. It shall encourage employees to enter/or remain in/ re-enter the labour market, provide the opportunities for women to avail themselves of advancement opportunities, whilst encouraging more women to take up and/or continue training.

This project aims to target the Social Partners especially HR Managers, whilst enabling men and women reconcile their work with family responsibilities.  This would also facilitate the process for women to enter the labour market sectors in which they are under-represented, especially those women with no vocational qualifications, and women returning to the labour market after a period of absence.

ESF/No.46 The Gender Aspect from a Legal Perspective 

Project Overview

 

This project aims to increase the participation and advancement of women in the labour market primarily through the correction of structural barriers in a number of Codes and Acts in Maltese Legislation that are hindering women from entering, staying and/or advancing in the labour market, due to inequalities that may exist within the employment legal framework as well as that governing civil and family life. It intends to complement this activity through the provision of training and dissemination of the results.

 

This will be brought into practice through the commissioning of a study of current education, employment and training, social security and taxation, criminal, civil and family legislation. This study will lead to the development of recommendations for the amendment of Maltese legislation in line with the principle of gender mainstreaming, and in order to transpose all the implications of EU Directives and the Community objective of promoting equality in all spheres and activities.


Specific objectives of the Project 
 
Arrow IconTo embed the principle of gender mainstreaming in the selected Codes and Acts of Maltese Legislation;
Arrow IconTo align Maltese legislation with the principles laid down in the EU Directives;
Arrow IconTo further the development of gender mainstreaming at a national level;
Arrow IconTo lay the foundations for an increase in female participation in society in general, particularly in the labour market;
Arrow IconTo sensitise legislators, providers of legal services and human resource managers to the principles of gender equality and gender mainstreaming.

 

The project will be therefore composed of four (4) components which will be performed in sequence as follows:

 

Arrow IconA study of current education, employment and training, social security and taxation, criminal, civil and family legislation;
Arrow IconDevelopment of recommendations for gender mainstreaming of Maltese legislation to promote equality in all spheres and activities;
Arrow IconProvision of training sessions for legislators and individuals/entities that provide legal services (especially legal drafting);
Arrow IconProvision of training sessions for human resource managers on the principle of gender mainstreaming and relevant EU and Maltese legislation.

 

The activities listed above are intended to bring about a paradigm shift in Maltese legislation on two levels – the updating of current legislation and the dissemination of the principle of gender mainstreaming – as follows:

 

Updating of Current Legislation

In line with EU Directives and the Community objective of promoting equality in all spheres and activities, the commissioned report will outline improvements that can be effected to the current set of legislation, and will table recommendations for the amendment of the Codes and Acts under review.

 

Disseminating the Principle of Gender Mainstreaming

 Towards the end of the project, training sessions will be provided for legislators and individuals/entities that provide legal services (especially legal drafting) and human resource managers on the principle of gender mainstreaming and relevant EU and Maltese legislation. This intension is to sensitize all those concerned to the meaning of the principles of gender equality and gender mainstreaming.
Two toolkits will be developed specifically for legislators and providers of legal services; and human resource managers to disseminate the results of the project and complement the training sessions that will be provided.

VP/2005/021 Taking Gender Equality to Local Communities 

“Taking Gender Equality to the Local Communities” is a project which is funded by the Community Framework Strategy on Gender Equality 2001-2005. It aims to assist the community to look at gender roles at the local level and enhances a re-examination of the roles performed by women and men in order to develop a culture of equality and equal opportunities. It will provide training in the form of a train the trainers setup and also assist Local Councils to promote equality in their activities.

The overall objectives of this project are to disseminate the promotion of gender equality and gender mainstreaming in local development through educational and publicity campaigns that will be carried out at Local Council level.

Moreover, it will take the initiative to develop tools, such as training presentations and promotional materials, in order to entice citizens to discuss the roles of women and men in public and private life. To achieve this objective, Local Councils, organisations that operate on a local and/or regional level, religious institutions and ultimately the citizens themselves will need to be sensitised on the principle of gender equality and made to work together to create added value to their community. The underlying belief guiding this project is that by educating local authorities and citizens about the negative impact of gender roles and stereotypes, and by showing the benefits of gender mainstreaming, society will come closer to balanced social participation by the different genders and also increase economic productivity. The project will strengthen the impact of gender mainstreaming at community level and will create a model that could be used to widen the sphere of influence of gender equality commission.

The Gender Gap in Science and Technology in Malta - evaluating the problem and tackling the issues

This project had two main aims. The first target was the collation of coherent statistics and other information about the gender differences in the field of science and technology. Most of the information about such differences in this field was already in existence, however it was scattered around various entities like ETC, the National Statistics Office, the University of Malta, MCAST and the Education Division. The second scope of this project was to raise awareness about this subject among the general public especially among female students and their parents. The aim was to reach this audience mainly through meetings organized during April 2006, where female students from various secondary schools participated. The female participants were at the stage of choosing their optional subjects. During these meetings the students were informed about the various opportunities existing in Malta and the EU. In addition they also had the opportunity of learning from firsthand experiences of women already working in the field.

EQUAL No.4 Promoting Equal Opportunities Through Empowerment

Objectives

The aim of the project is to reach out to the inactive segment of the Maltese population, particularly women, and encourage them to be part of, remain and advance in the labour market by promoting the uptake of opportunities to this end.

The project will make use of role models that have improved their employment status after they have undergone training and/or sought employment to develop their career to strengthen the project’s objectives.

VP/2004/19 - Facilitating Equality through Education

This project aims to correct the gender roles and stereotypes that form part of the formal education process, and that leads primary and secondary school students to aspire for work and private life roles influenced by their gender rather than their interests and capabilities. To achieve this objective policymakers, teachers and students alike, need to be sensitised to the need of greater gender equality, as well as the responsibility of men and fathers in carrying out a number of tasks that are still believed to be women's / mothers' responsibility. Men need to equally share the burden of family responsibilities.

The belief guiding this project is that a shift in the educational process free from gender roles and stereotypes will produce a positive change at all levels of society. This project also believes in the effectiveness of targeting the young to teach them the values of gender equality while they are in the process of forming their life aspirations and while they are choosing a career path.

To achieve these aims and to ensure that they become part and parcel of the education policy of the three partner countries (Malta - Cyprus - Latvia), the project will analyze the current education policies to identify their strengths and weaknesses in relation to equality. It will then identify goods practices and other positive measures that may be already correcting the gaps between the two genders in the education process and mainstream them to the policies of the other partners. It will also identify possible blocks that are hindering the full implementation of gender equal policies in the field of education.

The project will also provide training seminars to current and prospective teachers on the principles of gender equality and work/life balance. Through the use of examples, the teachers will discuss gender issues that merit attention, and the need for the attentiveness to allow boys and girls to have equal access to all educational tools. Moreover, they will be sensitized to use gender neutral language in their presentations of work and family responsibilities.

In varying degrees, this project touches upon all intervention areas of the Community Framework Strategy on Gender Equality (2001 – 2005), and intends to challenge stereotypes of male/female roles in employment and private life. The scope of this project in fact is to help develop a culture that allows both men and women full and free aspiration to a career and family life.

Gender News Good News

The main objective of ‘Gender News Good News’ is to work with individuals involved in the media from the four partner countries to raise their awareness on the importance of reconciliation between work and family life. For the purpose of this project, media has been defined as all communication on TV and radio, scriptwriting and business communication in companies. The ripple effect of the raised awareness of the participants will reflect in production of programmes that move away from the stereotyped situations depicted currently and creates space for other concepts and ideas to be incorporated in productions.

The participating partners are France, Italy, Malta and Spain. Italy is the lead partner and every country is represented by one or more organisation. NCPE together with ETC are the Maltese partners in this Community Initiative.

A core group made up of representatives of all the organisations taking part meets on a regular basis to plan the way forward and evaluate the developments. The training aspect of the project focuses on two workshops that, inter alia, will show examples of good and bad practices of reconciliation in all countries participating and these will contribute directly to the discussion on the subject.

The two workshops planned will be held in Rome and Madrid respectively, one in summer and the other in autumn of 2005. In between the workshops, the participants, who hail from the four partner countries will also work on developing guidelines on the subject to be used pan-Europe. Each country was given the option of sending a maximum of eight participants. Data from each partner country was collected and sent in the form of lecture notes to the lead partner to be shared with the participants as part of the educational experience.

The workshops are led by experts identified from the four countries. The local expert is Dr Brenda Murphy whose expertise in gender and media lends itself excellently to this project. The final evaluation will be carried out in February / March 2006 when the project ends.

Mosaic – One in Diversity


This Project is funded through the Year of Equal Opportunities for all in collaboration between the National Commission for the Promotion of Equality and nine civil society and National authority partners including the Commissioner for Children’s office, European Network Against Racism, Federation of Organization People with Disability, National Council of Elderly, National Youth Council, Malta Confederation of Women’s Organisations, Malta Gay Rights Movement, National Council of Women, National Youth Information Centre.

The project objectives are to address the fears and misconceptions that lie behind discrimination and increase the awareness of the negative effects on society. The project is a campaign to promote non-discrimination based on the six recognised grounds of discrimination by the European Union that are Race or Ethnicity, Sexual Orientation, Gender, Age, Religion or Belief, Persons with Disability. The end result is to have created an equality platform so the various partners can increase their reach and further their co-operation to the main goal of anti-discrimination.

The project consists of a logo competition open to the public (which has now been selected), training on the discrimination grounds for different groups in the pubic and private sphere like human resource managers, PSAs on both radio and television along with a print media campaign of posters, leaflets, and billboards, a film festival to celebrate human rights day and more active promotions such as children’s competitions, diversity days and forum theatre for schools which is an interactive education based drama tool to highlight and question the misconceptions that create discrimination.

ESF/No.48 Affirming Gender Mainstreaming at a National Level 

Project Overview

 

The objective of this project was of affirming the concept of gender mainstreaming at a national level in all spheres of activity. This project was a follow-up project to ESF/No. 23 Gender Mainstreaming – The Way Forward and it builds on the concept of gender mainstreaming. ‘Affirming Gender Mainstreaming at a National Level’ was aimed at affirming gender mainstreaming in both the Public and Private Sectors. 75% of this project was co-funded by the EU Structural Funds Programme for Malta 2004-2006 EU and 25% was funded by the Government of Malta. Total budget allocated for this project: €171,967.00

 

This project was fully dedicated towards the increase of equal opportunities for all as it strived to make a significant step in achieving gender equality. It was aimed at providing directors, policy makers, human resource managers and equality committees with the impetus to update policies and practices to meet the obligations of current EU and Maltese commitments towards the implementation of gender mainstreaming.

 

Gender mainstreaming has been defined by the Council of Europe as ‘the (re)organisation, improvement, development and evaluation of policy processes, so that a gender equality perspective is incorporated in all policies, at all levels and at all stages, by the actors normally involved in policy-making’.
 
A Mainstreaming strategy is not aimed at changing men and women, but rather accepts their different situations, priorities and needs as being of the same importance. This is the starting point in (re)designing organisations and institutions to be gender equal. The target groups of this project were directors, policy makers, human resource managers, equality committees as well as the general public.
